Glenna Boltuch Avila (1953- ) was born in Los Angeles. She received her BA in art from UCLA in 1975 and an MA in art from the University of New Mexico in 1976. As director of the Los Angeles Citywide Murals Program from 1977 to 1983, Avila was responsible for coordinating approximately 250 community murals. In 1982, she became director of the three Los Angeles City photography centers administered by the Los Angeles Department of Cultural Affairs. Avila later became affiliated with the California Institute for the Arts in Valencia.
